Mr Bacon qualified as a Chartered Accountant in 1986 and joined the NHS in 1990.

Between 2001 and 2010 he held Director of Finance and Turnaround Director posts in both the East Midlands and the East of England. Between 2010 and 2018 he provided senior financial expertise to NHS organisations on a self-employed basis, working in a variety of roles across England in senior management and project roles.

He has been Director of Finance, Systems and Estates at Hertfordshire Community NHS Trust since July 2018 where his portfolio of responsibilities includes Financial, Performance and Contract management, Business planning, Digital and innovation, Senior Information Risk Owner (SIRO), Estates, Financial and corporate governance and Business and commercial development.

Mr Bacon holds an MBA and has completed the Strategic Financial Leadership Programme at Cass Business School. Throughout his career he has been an active member of the Healthcare Financial Management Association (HFMA) both at branch and national level including chairing the National Accounting and Standards Committee, the annual pre-accounts planning conferences and the Finance Team of the Year Award judging panel. He was also involved in the development of the HFMA’s Academy and has been an assessor and chief assessor for the Academy.

In recognition of his commitment to the NHS and the HFMA Mr Bacon was awarded an Honorary Fellowship of the HFMA in 2020.
